These devices have closed operating systems and do not allow sideloading:
Roku TVs (TCL Roku, Hisense Roku, ONN Roku, etc.)
Samsung Smart TVs (Tizen OS)
LG Smart TVs (webOS)
Vizio SmartCast TVs
Any TV with a proprietary system that does not support APK installation
General Rule
If your TV has the Google Play Store, it can install Downloader.
If your TV only has a built-in proprietary app store (Roku Store, LG Content Store, Samsung Apps, etc.), it cannot install Downloader.
